Wilda D. Hess, a resident of White Plains, NY for more than 30 years, died Wednesday at King Street Nursing Home. She was 81. She was born August 18, 1932, to Lawrence Delmont and Margaret Layton Downey in Mona (Granville), WV. Mrs. Hess received a bachelor's degree in French and a Juris Doctor from West Virginia University. She worked in various positions as an attorney and administrator for the the City and State of New York, most recently with the NYS Organized Crime Task Force. She retired in 1995. In 1953, she married James William Hess, who predeceased her in 1991. Surviving is her son, Eric (Debra) Hess, two granddaughters, Helen and Mariana, all of White Plains, NY, and a brother-in-law, Albert (Pauline) Hess of Shrewsbury, MA. Arrangements are being handled by Ballard-Durand Funeral Home in White Plains.
